HUNGARIAN PREMIER PUTS ECONOMY BEFORE LEFTIST IDEALS. Gyula Horn said in
an interview on 30 September that improving the economy will have to
take precedence over many leftist traditional values for some time,
Magyar Hirlap and international media reported. But Horn, who is facing
criticism from the left-wing of his party for introducing the toughest
austerity package of economic reforms in Hungary since 1989, said he was
not abandoning those values completely. He stressed that he had not
forgotten the concerns of the Left and that present measures were only
temporary. Horn, who was recently forced to abandon plans to appoint
trade union leader Sandor Nagy to the cabinet to avoid a coalition
split, said he was in favor of Nagy playing an important political role
in Hungary in the future. -- Zsofia Szilagyi

VOJVODINA HUNGARIANS TO WORK OUT AUTONOMY CONCEPT. The Federation of
Vojvodina Hungarians and the Democratic Community of Vojvodina
Hungarians--following a meeting with Hungarian Premier Gyula Horn,
President Arpad Goncz, and State Secretary Csaba Tabajdi on 29
September--have decided to work out a concept for autonomy, Magyar
Nemzet reported on 30 September. Horn said his government will raise
problems faced by the 300,000 ethnic Hungarians in Vojvodina at all
possible international forums to make sure their minority rights are not
neglected in the upcoming settlement of the conflict in the former
Yugoslavia. To date, disagreements between the two parties in Vojvodina
have blocked progress toward defending Hungarian minority rights in the

**PEACEMAKER NOT CONFIDENT OF PEACE**
  US peace envoy Richard Holbrooke will continue his negotiations
  today in the former Yugoslavia.  Today he'll visit Belgrade,
  Zagreb and Sarajevo.  Holbrooke is warning, though, that a
  ceasefire could still be a long way away.  After talks in
  Zagreb yesterday, Holbrooke said Croatia is taking a tough
  stand on eastern Slavonia, which lies along Hungary's southern
  border.  Eastern Slavonia is the last Serb-held part of
  Croatia.  Holbrooke said talks to resolve the dispute over
  eastern Slavonia have reached a critical point.  Holbrooke
  added that differences among the Moslems, Serbs and Croats are
  still very wide.


**PIPELINE PLIGHT**
  Russia has blocked the flow of natural gas to Bosnia's capital
  by withholding approval of a UN request to open valves in
  Hungary.  John Fawcett, the UN official in charge of getting
  utilities restored to Sarajevo, said Moscow hasn't formally
  objected but has requested that the re-opening of the pipeline
  be delayed.  The pipeline starts in Russia and passes through
  Hungary to Sarajevo.  The Russians have been providing gas
  since the beginning of the war, but haven't been paid for it.
  Everyone agrees that the Russians are owed more than $100
  million.  But there is disagreement about who should pay the
  bill.  Legally, the debt is owed by the Sarajevo company that
  ordered the gas.  But most of the gas used was siphoned off by
  Serbia and the Bosnian Serbs.  Sarajevo got only a small
  amount.

**KLAUS'S COMPETITION**
  The Czech Republic's increasingly popular Social Democrats say
  they'll scrap Prime Minister Vaclav Klaus's balanced budget
  and start deficit spending if they win power next year.  Party
  chairman Milos Zeman said he sees nothing wrong with ending
  four years of balanced budgets.  Zeman said the EU allowed
  deficits of 3 percent of gross domestic product when it
  established rules for a single European currency in the
  Maastricht Treaty.  With opinion polls pointing to a stalemate
  after elections next June, Zeman hinted he might be prepared
  to form a grand coalition with Klaus's Civic Democratic Party,
  if Klaus stepped down as its head.  The Klaus government is
  the lone survivor of the right-wing, free-market governments
  that pioneered economic reform in central Europe after the
  collapse of communism in 1989.  Opinion polls show Klaus may
  suffer the same fate as his Polish and Hungarian counterparts.
   According to the IVVM polling organization, support for the
  Social Democrats soared from 14 percent in January to a high
  of 23 percent in August.  That was just two points behind
  Klaus's party.

**DOWNTIME**

  Most Eastern European stock exchanges lost ground last week, as
  key foreign investors took a wait-and-see stance.  The Prague
  Stock Exchange's 12-session mini bull run ground to a halt
  last week.  That's in part because the utility CEZ  continued
  to fall on news the government had cut its share of
  electricity revenues by three percentage points.  The PX50
  index closed at 452.3, down  point 6 points for the week.
  Analysts say foreign demand was high but some investors were
  being thwarted by the market's chronic lack of supply.  Lubos
  Vystavel of ING Capital Markets said there are still many
  cases where investors can't buy exactly what they want for
  their portfolios.  But Vystavel added there are still enough
  buyers from abroad to keep the market rising and there are
  still some stocks that have the potential to go up.

  The Warsaw Stock Exchange continued its horizontal trend with
  experts predicting the doldrums could last another two or
  three months.  Pawel Dmytryk, an analyst at Bank Staropolski
  brokerage said he doesn't see any positive signal in sight
  that could lift the market.  Other analysts add the entry of
  six new firms on the bourse this month could spread capital
  thinly and slow growth. They say the bourse could also be hurt
  by the launch of Poland's mass privatization program, which
  could draw capital away from stocks.  The WIG index closed at
  8,747.4 points last week.  That's down  point 7 percent from
  the previous week.

  Hungarian share prices fell on the Budapest Stock Exchange as
  the market entered a consolidation phase after earlier gains.
  After peaking at a new 1995 high at the beginning of the week,
  the BUX index fell steadily to close at 1,597.19, down almost
  16 points from the week before.  Traders said investors have
  curbed new purchases because of profit-taking.  They added
  that selective stocks on the OTC market have also lured
  investors from the bourse.  Daiwa-MKB's Adam Santha said
  foreigners have scaled down their activity on the bourse.  She
  added the shares of drug firm Chinoin and telecommunications
  company Matav, which are traded on the OTC market, are
  attractive for them.

Voice:as U.S. defense secretary William Perry said in a speech to
the Hungarian Senior Military Academy, "America is a European
power because the Trans-Atlantic Alliance is critical to security
on both sides of the ocean."  The end of the cold war has not
altered this fact.

    The primary defense link to the new democracies of Central
and Eastern Europe is the partnership for peace.  In the last
year, twenty partnership nations have trained together during
military exercises.  But the partnership for peace involves a lot
more than military exercises.  For some nations, it is a first
step toward membership in Nato.

    Mr. Perry said that "There is no question that the alliance
will expand."  Beginning next year, Nato will address the
question of which countries are eligible for membership.  Those
decisions will be made on a country-by-country basis.  No outside
country will have a veto over Nato's decisions.  The five key
requirements for potential Nato members include a democratic
government, a free-market economy and a military under civilian
control.  In addition, countries must respect the sovereignty of
their neighbors and work toward making their military forces
compatible with Nato's.

    As president Bill Clinton has said, the United States "Will
not let the iron curtain be replaced with a veil of
indifference."

    President Bill Clinton welcomed Romanian President Ion
Iliescu to the White House last week.  Mr. Clinton praised
Romania's progress toward developing the basis for a free-market
economy.  He stressed the need for the Romanian government to
continue economic reforms, including mass privatization.  These
steps will open the way for increased investment and trade
between the United States and Romania.

    In a speech to the Center for Strategic and International
Studies in Washington, president Iliescu acknowledged that
Romania suffered greatly under a brutal communist dictatorship
and still has many problems.  Nevertheless, he said, "our nation,
in effect, was reborn.  All of our institutions have been built
anew:  the parliament as a genuine expression of the popular
will, parties as independent political structures, free elections
as the foundation of political freedom -- all have been
reinvented in the last six years."

    President Clinton and president Iliescu also discussed
European security.  They agreed that the Partnership for Peace
and the expansion of Nato will increase security and prospects
for reform in Europe's fledgling democracies.  Mr. Clinton
welcomed Romania's efforts to improve relations with Hungary and
encouraged further moves to achieve reconciliation.  Better
regional relations will enhance prospects for Central Europe's
integration into the west.

    Romania has traveled a long way down the road of economic and
political reform since the overthrow of communism.  While a great
deal has been achieved, much more needs to be done to unlock
Romania's potential.  The United States strongly supports
Romania's reform efforts.  The transformation is difficult, but
as many other East European countries are finding, the rewards
can be great.
