PRINCIPAL/SENIOR PUBLIC CONSULTATION ADVISER

The European Bank for Reconstruction and Development is seeking to
recruit an Adviser to work within the Bank's Environmental Appraisal
Unit on a range of public interaction and consultation related issues.
The principal task will be to assist project sponsors, who are seeking
Bank financing, to develop and undertake public consultation and
interaction programmes within the framework of the Bank's procedural
requirements, and to help sponsors establish and run public
interaction programmes once projects have received Board approval. The
work will also require appraisal of sponsors' public consultation and
interaction programmes. The main sectors in which work is likely to be
concentrated are the metallurgical, chemical and other heavy
industries, mining, oil and other extractive industries, transport and
power.

In addition, the succesful candidate will advise the Bank's 
management on policies, procedures and guidelines related to public
consultation and interaction issues, work with others, on technical
assistance projects related to public consultation and information,
lead internal training initiatives related to public participation,
and liaise with other Bank units as appropriate. Together with the
Bank's Communications Department, the Public Consultation Adviser will
contribute to the Bank's environmental communications programme. The
postholder will be required to maintain extensive contacts with
governments, industry representatives, other Bank clients, other
international organisations, and non governmental organisations.

Extensive previous experience (minimum 7 years) of working in the
public affairs-related field in large commercial organisations, public
bodies and/or non governmental organisations is essential. Very good
written and oral communication skills in English and Russian are also
a requirement, and preference will be given to candidates who are also
fluent in at least one of the other languages of the Bank's region of
operations and who have worked in Central and Eastern Europe and/or
the Former Soviet Union in the environmental field. Candidates should
hold a degree from a leading university in their country of education.

THAILAND "UNV Environmentalist" with the Asia Least-Cost Greenhouse Gas
Abatement Strategy Project (the Democratic People's Republic of Korea
component) for a two year assignment to develop human resources,
institutional
capability and technologies to understand and address climate change and to
enable the reduction of greenhouse gas (GHG) emissions.

Job duties: Prepare and present a baseline (and historical) inventory of
GHGs;
develop a common, verifiable methodology for assessing GHG sources; formulate
regional and national policy responses to help mitigate climate change;
identify and provide training as needed.

Qualifications: Advanced degree in environment and/or energy related
subjects,
particularly with background in Chemistry. Two or more years of practical
experience in the field of  environment and/or energy. Computer knowledge is
desirable.  Upper age limit is 65.

A rosszmaju megjegyzesed kapcsan szeretnem hozzafuzni,
hogy hivatasos kornyezetvedo keves van es azokra talan
valoban igaz a megjegyzesed, do onekik nem is a problemak
technikai megoldasa a feladatuk.
Az o feladatuk a veszelyek feltarasa lenne. Ahogy kedvenc irom 
Vonnegut egy konyveben az irokrol irta (szabadon s kevesbe szepen):
Az iroknak a tarsadalomban olyan szerepet kellene jatszaniuk
mint azoknak a kanari madaraknak, amelyeket a banyaszok kis
kalitkaban levisznek a banyaba. Ha veszely van, akkor
a kis madarak jelzik (ill. ok fulladnak meg eloszor).

A kornyezetvedoknak van egy joval nagyobb taboruk,
akik vegzik a munkajukat, de fontos szamukra a kornyezet,
ugy elnek, s alkalom adtan a hivatasosak jelzesei alapjan 
reagalnak. (Szavaznak, bojkottalnak ...)
Nekem a hivatasosakkal az a problemam, hogy gyakran demagogok es 
elhivatottaknak erzik magukat, azaz nem vitazni, hanem 
kinyilatkoztatni szeretnek. Hianyzik beloluk a ketseg onnon igazukban.

Pl. melyik a rosszabb energiaforras az olaj, vagy az atom.
Erre altalaban az a valasz, hogy az atom. De miert?
Miert nem probaljak ezt a kettot valoban a banyaszattol
kezdve a teljes palyajukat vegig kovetve feltarni az okozott
karokat, szennyezeseket? Egyebkent ebben a kerdesben
lehet, hogy nem is hinnek nekik.
Nemetorszagban tobbszor is vitatkozni probaltam helyi
Greenpeace aktivistakkal. Sajnos hiaba, vitatkozni nem lehetett
veluk. Allitottak, s ellenvetesekre nem reagaltak, vagy
lesoportek az asztalrol.
Ennek ellenere nagyon orulok, hogy a zold mozgalmak igy
megerosodtek, s gyarapodtak (nem Magyarorszagon), 
csak hat jobb is lehetne a helyzet.
