     FACULTY POSITION

     Central European University, Budapest
     
     The Environmental Science and Policy Department of the Central European
     University seeks to recruit to the following position the post to 
     be taken up around 1 January 1996.
     
     FULL/ASSOCIATE PROFESSOR with a substantial record of research in 
     environmental chemistry or chemical engineering, in particular 
     pollution associated with industrial activities, and at least five 
     years post-doctoral experience.
     
     The position is full-time and the salary is competitive at appropriate 
     international levels.
     
     The Department is situated in Budapest.  All teaching in the 
     University is in English and applicants must be fluent in the language 
     and have experience in teaching.

PHARE programme extended

The European Commission has published a strategy paper promising
further support for environmental projects in Eastern Europe in the
next five years under its controversial PHARE programme. According to
Environment to the year 2000, PHARE has provided 337 million ecu for
several hundred schemes since 1990. Delays in implementation of many
of these had drawn criticism, but the EC is now taking steps to
streamline its procedures in order to minimise these delays. The
three main components of the strategy underpinning the PHARE
programme are technical support to promote environmental legislation;
raising public awareness; and capital investment in environmental
projects. The programme was criticised last year by some
environmentalists for being ineffective, poorly co-ordinated and
spending too much money on consultants [see ED 81].

The newly created Agricultural Research and Extension Group of the
World Bank is proposing to work with the Consultative Group on Int'l.
Agricultural Research (CGIAR) Centers in putting together an inventory
of on-shelf agricultural technologies and an assessment which the CGIAR
Centers are currently conducting.  The objective is to use research
methods to assess the existence of technological backlog and identify
strategies for rapid diffusion of innovations to farmers in developing
countries.

They are looking for a candidate to fill an initial one-year post-doc
position (with possibility of extension) in Ag. Econ. at World Bank in
Washington to assist with the study, as well as activities related to
the GREAN Initiative.

     INSTRUCTORS POSITIONS
     
     
     The Department seeks to fill two posts for INSTRUCTORS for the MSc 
     program in Environmental Sciences and Policy beginning 21 September 
     1995.
     
     One of the posts would be full-time for one year and the second would 
     be short-term for a 6-12 week period and the appointment could be 
     repeated over several years.
     
     REQUIREMENTS:  The course is divided into five modules each lasting 6 
     weeks and involving lectures and seminars on major issues of 
     environmental sciences and policy.  Instructors are required to assist 
     with the day-to-day running of the course, including chairing 
     discussion groups and holding tutorials.
     
     The language of instruction is ENGLISH.  Travel to and from Budapest 
     and free lodging will be provided along with $800 USD/month salary.
     
     The applicant must have a background in some aspect of environmental 
     sciences and policy and some experience in dealing with postgraduate 
     level students.  A graduate or postgraduate degree (Masters or PhD) is 
     an advantage.

Tenyleg azt hiszed, hogy azert, mert  120 milliard Ft nagy osszegnek 
tunik, azzal az autosok automatikusan megfizettek az altaluk okozott 
karokat, csak a kormany azt masra forditja?
Szerintem elobb megiscsak meg kene becsulni a kar osszeget (pontosan 
kiszamolni lehetetlen), es osszevetni a befizetett adoval.

Velemenyem szerint:
1.  120 milliard valoszinuleg toredeket sem fedezi az okozott karnak.

2.  Fuggetlenul attol, hogy a penzt mire forditjak, az okozott karok egy 
reszet nem lehet penzzel jovatenni. Nem azert kell az okozott karokat 
megfizettetni, mintha abbol a penzbol a karok helyrehozhatok lennenek, 
hanem azert, hogy piaci viszonyok kozott kideruljon a szelsosegesen autora 
es kamionra alapozott kozlekedesi rendszer versenykeptelensege az 
olyanokkal szemben, amelyek a kornyezetbaratabb, ezaltal egyuttal 
gazdasagosabb kozlekedesi modokat reszesitik elonyben.( Egy ilyenben is 
lehet  szerepe az autonak, csak kisebb, mint ma.)
